The CALs don't downgrade, but the CALs that you need are the ones that you already have. If you don't already have the proper 2012 CALs, then you don't want to downgrade your server at all since that is reasonably the singular purpose for downgrade rights - to hold off on getting new CALs. If you need 2012 CALs to use this server, then you want 2016 CALs instead.And if you don't have Windows CALs already, this should also prompt you to stop this project and ask why you are looking at Windows servers at all.
